Create the scaffolding for a new module

No packages depend on nordlo.modulescaffold.

Release asset zip file now uses the full tag version (e.g. 0.2.1-rc.1) rather than the ModuleBuilder output directory name which strips the prerelease label
Asset URL in GitLab releases no longer broken; ?job= was swallowed by PowerShell 7 null-conditional operator when used in string interpolation — switched to string concatenation

This package has no dependencies.
